Arlington Park and the Illinois Thoroughbred Horsemen’s Association agreed to a 2012 contract shortly before midnight Wednesday, ensuring that patrons of Illinois racetracks and off-track betting parlors will be able to bet on Saturday’s Kentucky Derby and the state won’t lose in the neighborhood of $130,000 in wagering tax revenue.
