The Bengals were left for dead after falling behind by 20 points, but quarterback Carson Palmer and wide receiver Terrell Owens led a major charge through the air and running back Cedric Benson got the job done in the red zone to bring Cincinnati back within a score late.
However, the Steelers, who have never lost a game when leading by at least 20 points, held on with a stand in the final minute to top the Bengals 27-21.
Ike Taylor and James Harrison hammered Jordan Shipley on a fourth-down pass near the goal line, dislodging the ball and effectively ending the contest.
In front of a sold-out crowd at Paul Brown Stadium, the Steelers (6-2) faced division rival Cincinnati (2-6) in the hopes of sharing the AFC North lead with Baltimore, and left with their mission accomplished.
