Bills add Gibbons, Cook to personnel department

Bills GM Buddy Nix has named Tom Gibbons as the team's director of pro personnel and Chuck Cook as the director of college scouting.

Gibbons spent his first 12 years in the NFL with the Bills' personnel department as a college and pro scout. Cook, a 27-year scout in the NFL spent most of his career with the Chiefs. He was a regional scout with the Dolphins from 2008-10.

This comes a week after Doug Whaley replaced Tom Modrak as the team's assistant GM/director of player personnel.

"I have complete confidence in the guys that are working with me," Whaley said in a statement released by the team. "I think as long as you have open lines of communication between everybody we should be fine."

The way we see it

This is part of Nix's continued reorganization of the team's personnel department that began with relieving Modrak of his duties. The Bills haven't made the playoffs since 1999 and have not found a whole lot of success in the draft in the past decade.
